Refractor telescopes are telescopes that use lens as it's primary objective unlike reflector telescopes that use mirrors.
Refractors are a very popular option for beginners due to their ease of use and their low maintenance. Another benefit of refractors is that they tend to be rather light (especially the smaller ones like the Travel Scope) which makes them very portable.
In fact most people when they think of a personal telescope actually have a refractor telescope in mind.
Also keep in mind that when you are using refractors nothing blocks the light passing through the lens which add more contrast to the image. That makes it an ideal option for viewing planets and double stars as the higher contrast help.
